Architect's Rendering of the Career and Technical Education Building

View of the North and West Elevations. Colors and finishes have not been finalized. The finished building may have different siding and roof colors.
Since 2020, the district has been looking at ways to solve facility concerns at the existing ag building, but paused during Covid. This work resumed in early 2024, and the board requested a professional facility audit that revealed three major areas of concern.

Efficiency and Preservation
-
The Elementary school, built in the early 1960s, is in need of significant updates. Many of the building's essential systems, including electrical service, HVAC, plumbing are nearing the end of their lifespan. For example, we can no longer source replacement parts for the boiler, which is original to the school.
-
The building itself, however, is in great shape.
-
-
The lack of a girls' restroom on the second floor and having only one boys' restroom on the first floor creates supervision and accessibility challenges and takes away class time. Additionally, the existing restrooms do not meet ADA (handicap) codes and the plumbing is aged.
-
One major inefficiency is the daily bus trip to the high school for lunch. This interrupts the elementary students' learning day, especially during colder months when extra time is needed for bundling up.

Safety and Security
-
While visitors are currently buzzed in to the Elementary, their entrance isn't monitored by a staff member and they have access to the entire building.
-
Fire safety systems do not meet current code.

Career and Technical Education
-
More than 60% of our middle and high school students--62 out of 104--use our current ag building daily. Unfortunately, the ag building is no longer meeting our needs.
-
The ag building is in poor shape and is not large enough for our classes.
-
Students use an overflow building that doesn't always have a staff member present.
-
Unlike the elementary building, the expense required to remodel the ag building doesn't make good financial sense.

Repairs and Improvements
-
The gymnasium at Randolph High School has never had air conditioning. Temperatures can get extremely hot for fall and spring sports.
-
Randolph High School has structural damage around the chimney and a leak where the lower roof abuts the original gymnasium.

The Solutions
Elementary School
The bond will provide the following solutions at the Elementary School:
-
Energy efficiency: Upgrade windows, lighting and HVAC to reduce energy costs and create a more comfortable learning environment. Modernize the electrical system to allow enough outlets for today's technology.
-
Replacing the aging systems will preserve the facility for years to come.
-
-
Enhanced safety: Provide a secure vestibule to monitor visitors. Modernize fire sprinklers and alarms to ensure student safety.
-
On-site dining: Install a serving kitchen at the Elementary to provide meals on-campus. Food will be prepared at the High School and delivered to the Elementary.
-
Adequate restrooms: The project will add a boys' and girls' restroom so there is one of each on both floors. These restrooms will meet current codes and also allow us to update plumbing.

Career and Technical Education
The bond will provide a new Career and Technical Education building designed with cost-effective, pre-engineered metal construction.
-
This new building will provide flexible classroom space for the careers of tomorrow, ensuring our students are prepared for the future.
-
Our community and our school is growing. Many of our new residents are Cardinal grads who studied a skilled trade and have returned to their hometown to work.
-
The new Career and Technical Education building will be much more than ag. It will house two student-led businesses, art, computer lab, woods shop and metals shop.

Urgent Repairs and Improvements
The bond will provide air conditioning and fans in the gym at Randolph Senior High for the first time.

Roof and structural repairs will also be made at the high school.
